Let's look at how meat cooks on your stove top. You don't, in fact, cook the meat from the inside out. It starts with, as you put it, surface damage which, admittedly, travels quickly into the meat because of the temperature. However, being given enough time to sit under the stun, you would more than likely end up cooking past the surface of your skin. The problem is that until recently(I don't care much for tanning booth technology so I couldn't say exactly when) there was no where on earth that the sun beams constantly enough(also with a suitable temperature as to not halt the cooking process) in order for any conclusive tests to have taken place in order to see the true destructive power of the sun. Therefore a constant stream of rays equivalent to that of the Sun(tanning booths) combined with minimal fat deposits could possibly thoroughly cook the human body.
On the other hand, the test seems pretty obvious and simple. Take some meat, throw it on the tanning booth and see if it cooks. No real need for this "Urban Legend" to stay Legend anymore. lol
